The leader of the Ho Chi Minh City People’s Committee emphasized that the construction of the City’s Public Administration Service Center will be done step by step, carefully, without any mistakes, and without major disruptions to procedures and operations.
At the meeting on the socio-economic situation in August 2024 held on September 4, Mr. Vo Van Hoan, Vice Chairman of the Ho Chi Minh City People’s Committee, said that the City is developing a project for a city-level public administrative service center. According to Mr. Vo Van Hoan, the establishment of a one-level public administrative center in the provinces aims to implement the Resolution of the National Assembly and the Government on administrative reform.
In particular, the Government Resolution has selected 4 localities, including Ho Chi Minh City, to pilot the Public Administration Service Center. Regarding the establishment of the Ho Chi Minh City Public Administration Service Center, Mr. Vo Van Hoan said that the entire City has only one Public Administration Service Center and will apply an online management system to monitor and supervise the implementation of administrative procedures for people by State administrative agencies from the City to districts, wards, communes and towns. Thereby, helping the City better meet the needs of the people without expanding the apparatus and increasing staff.
According to the plan, the Ho Chi Minh City Public Administration Service Center Project will be implemented in 2 phases. In phase 1, the City will establish the Ho Chi Minh City Public Administration Service Center, including a central branch; 22 district branches and Thu Duc City; about 24 reception points of departments and 312 reception points of wards, communes and towns. This means that the entire system will be formed based on the current system. In phase 1, the new central branch will start up to prepare for operation, and in phase 2, it will replace all reception points of departments.
In phase 2, the Ho Chi Minh City Public Administration Service Center has central branches including 24 reception points of the departments and all are concentrated at the central branch of the one-stop reception center on the spot. The departments do not have to receive, do not have to arrange staff to receive. In phase 2, districts, towns, Thu Duc city can consider each group, each area, not all localities, the reception points below remain the same.
The center operates with a number of principles such as: Where people are, they will receive administrative services there, ensuring closeness to the people. When implementing, the center also provides a list of procedural contents that are complete in terms of route and entire process, and will be accepted immediately; and procedures that are too cumbersome and do not follow the sample procedure set will still be accepted as before.

Previously, the Ho Chi Minh City People’s Committee had a plan to pilot the Ho Chi Minh City Public Administration Service Center model.
According to the plan, the average labor productivity in handling administrative procedures through promoting the application of information technology and socializing some tasks in the process of guiding, receiving and handling administrative procedures will be significantly increased. It is expected that the average productivity of receiving documents of 1 employee on duty at the one-stop department in 1 year will increase to a minimum of 1,800 documents; at the same time, reducing the waiting time of organizations and individuals to an average of a maximum of 15 minutes/transaction; the time for receiving and processing documents will be a maximum of 30 minutes/document. According to the plan, the model of the Ho Chi Minh City Public Administration Service Center will come into operation from January 1, 2025./.
